Biogroup, Cerba - comment

The new three-year agreement between French Health Insurance (Assurance Maladie), UNOCAM, and representatives of medical biology laboratories provides greater visibility into reimbursement levels through 2029, but does little to ease near-term pricing pressure for operators such as Cerba and Biogroup. Signed on 2 November, the agreement allows expenditure on existing medical biology procedures to increase by just 1.1% annually, against underlying volume growth estimated by industry representatives at 3–3.5%. This implies further tariff reductions to keep expenditure within the agreed envelope, with the laboratory representatives anticipating a 2–2.5% reduction in 2027.

The agreement also requires €30m of savings from tighter medical controls in 2027, rising by a further €10m annually thereafter. While the €100m innovation envelope over three years and the expansion of laboratories' public health responsibilities offer some potential for incremental revenue, these benefits are unlikely to offset the immediate pricing headwind. For Cerba and Biogroup, the agreement removes some uncertainty around the reimbursement framework. Still, it confirms that tariff pressure will remain a feature of the French market over the next three years.
