Thames Water - comment

Is it stick and carrot, or are creditors negotiating with themselves? On the one hand, they have hired litigation firm Pallas and publicly leaked, if not declared, the preparation for proceedings. On the other, they are offering the government a golden share - an olive branch that would effect some government control, instead of full. Meanwhile, Andy Burnham's best move is not to move at all, just watch and wait.
